Gov’t Not Reversing SHS Feeding Policy – Dr. Apaak Clarifies Amid Concerns

Deputy Minister of Education, Dr. Clement Apaak, has clarified that the government has not reversed its decentralised school feeding policy for Senior High Schools (SHS). This reassurance comes in response to growing public concerns after Education Minister Haruna Iddrisu hinted at a potential return to the centralised food supply model. Speaking on Citi FM’s Breakfast Show on Friday, June 27, 2025, Dr. Apaak reaffirmed the administration’s commitment to the current system, stressing that school heads remain in full control of procuring all student feeding needs.
He explained that the decentralised model allows school managers to procure 100% of both perishable and non-perishable food items from a standard list of 18 approved supplies. The Minister’s recent remarks, Dr. Apaak added, were based on concerns raised about the misuse of resources by some headteachers. According to him, there is credible evidence — including a video shared by former President Mahama — indicating that some schools have not applied the funds allocated for feeding in the intended manner.
Despite these concerns, Dr. Apaak assured the public that the government is fully committed to sustaining the decentralised approach, which was introduced to improve quality, efficiency, and timeliness in school meal delivery. He added that the Ministry will implement stricter oversight and accountability mechanisms to ensure transparency and proper use of resources across all institutions.
