NSS Scandal: Gifty Oware-Mensah Nabbed by NIB Upon Her Return to Ghana.

Gifty Oware-Mensah, the former Deputy Executive Director of the National Service Scheme (NSS), returned to Ghana amidst an ongoing investigation into a large-scale payroll fraud scandal. Reports suggest that the National Investigation Bureau (NIB) had planned to arrest her upon arrival at the Kotoka International Airport. However, she was accompanied by Minority Leader Alexander Afenyo-Markin and other officials, which seemingly altered the course of events. Instead of an immediate arrest, Oware-Mensah is now expected to report voluntarily to the NIB for questioning regarding the case.
The allegations against Oware-Mensah center on claims that thousands of ghost names were added to the NSS payroll, costing the state an estimated GH₵50 million in fraudulent monthly allowances. As the former Deputy Executive Director responsible for administration and finance, she is considered a key figure in the investigations. Prior to her return, reports indicated that she was in Morocco with the Black Queens, raising speculation that she was evading the NIB's search efforts. The investigation has already led to the questioning and detention of another former NSS Deputy Executive Director, Kwaku Ohene Djan, for similar reasons.
Following these developments, Minority Leader Afenyo-Markin has criticized the NIB’s approach, labeling it as a "Rambo-style" attempt at arrest. He argued that public officials should be engaged in a more civil manner when required for questioning. The unfolding case has drawn significant public attention, with many awaiting further details on Oware-Mensah’s response to the allegations and the potential legal implications of the payroll fraud scandal.
