Mahama to IMF: Stay Out of Ghana’s Anti-LGBTQ Debate

Former President John Dramani Mahama has urged the International Monetary Fund (IMF) to refrain from interfering in Ghana’s internal discussions regarding the country’s controversial anti-LGBTQ+ bill. The legislation, which seeks to impose stricter penalties on LGBTQ+ activities, has reignited debates on human rights, cultural values, and economic implications. Mahama emphasized that matters of national policy, especially those influenced by societal norms and traditions, should be determined by Ghanaians themselves without external pressure.

The bill, which was initially passed by Parliament in February 2024 but did not become law, has been reintroduced with even stricter provisions. It aims to criminalize not only same-sex relationships but also any form of advocacy or support for LGBTQ+ rights. While Mahama has publicly stated his support for the bill, he has also called for broader consultations to ensure consensus among stakeholders. His position aligns with the sentiments of many Ghanaians who view the legislation as a reinforcement of the country’s traditional values. However, the international community, including the World Bank and human rights organizations, has raised concerns about potential consequences for Ghana’s global standing and financial aid.

Ghana’s Ministry of Finance has warned that passing the bill could put at risk approximately $3.8 billion in World Bank funding and jeopardize the country’s ongoing $3 billion IMF bailout program. These funds are crucial for Ghana’s economic recovery, especially as the nation navigates its financial crisis. Despite these warnings, Mahama has insisted that Ghana should not allow economic considerations to dictate its cultural policies. He maintains that international institutions should focus on their primary mandate of financial assistance rather than influencing social policy decisions.
