Mahama Administration Abandons 1D1F Policy for 24-Hour Economy Agenda

The Mahama-led administration has officially discontinued the One District, One Factory (1D1F) program, a flagship initiative introduced under former President Akufo-Addo. This was disclosed by the Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, during a parliamentary session on July 8. She explained that the government's new focus is the 24-Hour Economy initiative, which she described as the real "game changer" for industrial transformation. According to the Minister, the 1D1F policy no longer exists under the current administration.
In place of 1D1F, the government is now concentrating on the development of agro-processing parks, which form a core component of the 24-hour economy. These parks are expected to drive continuous production, particularly in agro-processing zones, aimed at boosting import substitution, export volumes, foreign exchange earnings, and job creation. The Minister made these comments in response to an urgent question posed by Alexander Afenyo-Markin, the NPP MP for Effutu, who sought clarification on the incentives being provided to attract private sector investment following the policy shift.
